Deck corridor discipline on late shifts

At 22:40 last night, we had a housekeeping cart parked across a muster corridor on Deck 5; I’ve implemented a zero-block rule and 15-minute cross-department sweeps with the assistant bosun supervising. For those running large crews, how are you enforcing clear egress after 2200 without exhausting stewards and housekeeping teams?
